Whenever we refer to "taxpayers"
at the federal level, we implicitly
and literally exclude:
- The poor*
- The unemployed*
- The homeless
- Many of the super wealthy
- Most of the large corporations

the poor and unemployed inherently pay
the very highest tax rates (as a percentage
of their budgets.)
