In 1988, the presidential campaigns of
George H.W. Bush and Michael Dukakis
secretly agreed to a "memorandum of
understanding"
. . .  that would control which
candidates could participate in the
presidential debates, and which
individuals would be panelists or
moderators who asked the questions.
Keeping the control of things controlled.
