in charge of running the
state's election system.
Dodge City, Kansas, a
town of 13,000 voters
(mostly minorities) had
their polling places
reduced to one polling
place for 13,000 voters,
. . .  then that polling
place was moved to
outside of the city
limits,*
. . .  and then the
voters were sent the
wrong address
for this new, single
polling place for
13,000 voters.
