. . . was to charge American
companies and consumers
billions of dollars in tariffs
(i.e., taxes*) that Trump
unilaterally, and without
Congress, imposed on
foreign goods.
The Chinese don't pay those taxes (tariffs).
The American consumers pay those taxes (tariffs).
