(not an agreement)
to temporarily reopen
the government
. . . with a solid threat
to declare a national
emergency* or
re-shutdown the
government in three
weeks,
. . . if he does not
get enough money out
of Congress for a solid
wall that satisfies him.

i.e., issuing an executive order claiming
such an emergency, taking $7 billion
designated for other things, and
ordering the military to immediately
build his damn trophy wall.
