A U.S. Constitutional amendment is
needed to "de-socialize America"
and guarantee federal tax-and-fee
neutrality.
That is, there should be no
payments (or equivalent) to
a state from the federal
government, beyond what is
collected in taxes and fees
from that state.
Citizens and taxpayers should not have to
subsidize freeloaders in other states, nor
poor decisions by those other states.
