Political Factoid
It has been said that
"Poverty is not a disability."
The term "disability" is normally
used to describe "impairments,
activity limitations, and participation
restrictions due to physical,
cognitive, mental, sensory,
emotional, developmental or some
combination of these."
- All disabled people are impaired.
Not all impaired people are disabled.
- All handicapped people are disabled.
Not all disabled people are handicapped.
|
However, poverty certainly puts
people at a disadvantage, creates
for them a handicap, and is an
impairment.
- All people in poverty are at a disadvantage.
Not all people at a disadvantage are in poverty.
- All people in poverty are impaired.
Not all impaired people are in poverty.
- All people in poverty are disabled.
Not all disabled people are in poverty.
