not have to make laws against
bad behavior in such places
as on state ferries.*
- smoking
- spitting
- littering
- playing radios
- urinating or defecating
in places other than
approved plumbing fixtures
- carrying firearms or
flammable liquids
- roller-skating
- skateboarding
- gambling
- trying to pass oneself
off as a ferry worker
- letting a pet off its
leash
- etc.

Unfortunately, the reality is that
without such laws (and sometimes with)
people do these things and the law
is a prequisite for enforcement
against such actions.

What is not explicitly against
the law is fully legal, to
paraprase the 10th Amendment
activists.
