or the right of the people peaceably to assemble,
and to petition the Government for a redress of
grievances.

The Constitution players:
the people, states, [federal] government, President,
Congress, courts, ambassators, foreign nations, etc.
The First Amendment explicitly qualifies
the right to peaceably assemble to apply
to "the people"
... but it does not so limit the exercise
of free speech.
