- So states will bid (pay bribes)
for the insurance company to
locate its offices there.
(Like manufacturing plants)
- So they can pick the state
with the least regulations
(like avoiding sales taxes)
- Have fewer politicians
and state commissioners
to deal with (and pay off).
- Maintain an image of
competition (while reducing
it).
