The U.S. Supreme Court ruled
that it is a violation of the 8th
Amendment to impose life sentences
without the possibility of parole, upon
very young juveniles
... for crimes committed before
they had developed fully formed
characters, emotions and mental
capacities.
Because he disagreed with the
Court's decision, Governor
Terry Branstad (R-IA) simply
"thumbed his nose" at the Court
by commuting such sentences
for 38 Iowa inmates to 60-years
without parole.
(60 years is less obvious than 99 years
or 200 years would have been.)
