leaders at the 2012 GOP convention.
The rules change gave all of a state's
delegates to the winner of that state's
primary or causus, thus weakening the
position of popular secondary candidates
(such as Ron Paul in 2012).
Another form of voter suppression,
aimed to tighten party control irrevocably.
