to the House of Representatives (Congress)
than voted for Republican candidates.
Despite this, the GOP retained control
of the House of Representatives.
Decades of de facto political corruption had
"stacked the deck" to favor Republicans winning
seats (through gerrymandering, control of local
election processes, etc.).
