Starting in 2006, Congress banned
the slaughter of horses for human
consumption, by attaching a rider
to the appropriations bills that
prohibited the U.S.D.A. from
inspecting such meat.
Horses are routinely treated with
medicines that are undesirable
in food for human consumption.
In 2011, Congress quietly removed*
the ban when it passed the omnibus
spending act.
