The GOP has repeatedly defined
"bi-partisanship" and "non-controversial"
as including only what the Republicans
in Congress are willing to pass.
"... if Democrats move beyond non-controversial
items ... they could risk disrupting swift passage
of the government funding bill, [i.e., it will stop
any chance of passage]."
