The GOP-invented Hastert Rule:
a.k.a. Majority of the Majority:
If the GOP has a 51% majority,
then only 51% of that 51% majority
(or 26% of the total body)
can control things (i.e., minority control)
Typical example
- 90% of the public wants something
- 98% of the minority party in the House (e.g., Congress) wants it
- 45% of the majority party in House wants it
- But 55% of the majority party in the House oppose it
- ... so the issue is never allowed to come to a vote
- Even though a combined total of 71% of the
"Peoples' Representatives" are in favor of it
98% of 49% [minority party] + 45% of 51% [majority party]
0.98 * 0.49 + 0.45 * 0.51 = 0.48 + 0.23 = 0.71 or 71%
- 29% of the Representatives control things
because they are the majority of the majority
