Yes, Medicare costs could be controlled
by having the government just issue vouchers*
for people to buy private insurance.
  1. Grandma receives a voucher.
     
  2. Grandma has to buy an insurance policy from a for-profit insurance company.
     
  3. At her age, and with her health, the voucher would not begin to cover what the for-profit insurance companies would want to charge - if they are even willing to offer a policy to her at all.
     
  4. Grandma has to remember to pay the premium each time.
     
  5. Over time, the insurance will cover a declining percentage of Grandma's medical bills.
